Europe Should Mandate Heat Preparedness Before the Next Deadly Heatwave

With 1,300 heat-related deaths, a record 41.7°C in Germany, and the WHO warning that Europe is unprepared, the real policy question is whether governments will keep relying on a patchwork of local responses or finally build mandatory heat infrastructure and emergency systems.

Europe has already been given the warning, in lives lost and temperatures reached. Approximately 1,300 deaths linked to a heatwave are not an abstraction. Germany recording 41.7°C, its highest temperature on record, is not an administrative curiosity. And when WHO Director-General Tedros Adhanom Ghebreyesus says Europe is not prepared for high temperatures, that is not rhetorical excess. It is a concise diagnosis of state failure.

The resolution before European governments is therefore not symbolic. It is operational. Should they implement mandatory heat preparedness infrastructure and emergency response systems? Yes, and the word mandatory matters. Europe does not suffer from a lack of awareness. It suffers from uneven capacity, fragmented authority, and the chronic tendency to treat extreme heat as an unfortunate weather event rather than a recurring public health emergency. Voluntary guidance, local improvisation, and selective investment have produced exactly what we now see, preventable mortality and predictable disorder.

The strongest objection is not frivolous. Europe is diverse. Southern Spain is not northern Scandinavia. Dense cities do not face the same risks as rural regions. Existing building stock, health system capacity, income levels, and urban design differ substantially. Critics therefore argue that a blanket mandate for heat preparedness infrastructure could waste money, force one-size-fits-all solutions, and divert funds from more urgent local priorities. That concern deserves a serious answer, because poor central planning can indeed be clumsy.

But this objection fails for a simple reason. Mandatory does not have to mean mechanically uniform. A central requirement can establish minimum obligations while allowing local tailoring in implementation. Governments can require heat action plans, cooling centers where risk mapping justifies them, emergency alert systems, hospital surge protocols, worker protection rules, shaded public spaces, and building resilience standards, while calibrating scale and design to local climate and demography. The alternative is not elegant flexibility. It is a patchwork in which some municipalities plan competently, some cannot afford to, and some simply delay until the next disaster writes the policy for them.

This is the core mistake of the decentralist critique. It romanticizes local knowledge while overlooking local constraint. Of course municipalities understand their neighborhoods better than national ministries do. But understanding risk is not the same as having the fiscal capacity, technical expertise, procurement leverage, or political bandwidth to manage it. Public health systems, emergency services, and infrastructure networks are not protected by goodwill alone. They require standards, funding streams, coordination, and accountability. In every major cross-border risk category, whether flood control, pandemic surveillance, food safety, or electricity reliability, fragmentation underperforms precisely because harms spill across jurisdictions while preparation costs are pushed downward.

Heat is an especially clear case of market and governance failure. The people most at risk, older adults, low-income residents, outdoor workers, people with chronic illness, often have the least power to purchase protection on private terms. Landlords underinvest in cooling and insulation when tenants bear the health burden. Employers may underprotect workers when heat illness appears as a dispersed labor cost rather than an immediate balance-sheet shock. Municipalities delay adaptation when benefits are long-term but budgets are annual. Insurers can price risk, but pricing does not create a cooling center, train emergency responders, or ensure a home care worker checks on an isolated resident during a heat alert. These are public goods. They are underprovided by design unless the state compels provision.

Opponents also lean heavily on cost-effectiveness. They ask, reasonably, what exactly counts as heat preparedness infrastructure and whether all of Europe should be compelled to build it. The correct answer is that the policy should be mandatory at the level of duty, not identical at the level of hardware. A heat preparedness regime is best understood as a system. It includes early warning systems, interoperable emergency response protocols, public communication in multiple languages, registries and outreach for medically vulnerable residents, cooling access, urban shade and water infrastructure, resilience standards for schools, care homes, and hospitals, and clear triggers for emergency measures. Some of these are low-cost administrative systems. Some are capital investments. All are cheaper when planned before crisis conditions than when improvised under them.

There is a deeper error in the narrow budgetary frame. Critics speak as if the relevant comparison is between spending on preparedness and spending nothing. It is not. The real comparison is between planned expenditure now and chaotic expenditure later, plus excess deaths, overloaded hospitals, reduced labor productivity, transport disruption, power stress, and the political fallout of visible institutional failure. Heat kills quietly, but it governs loudly. When ambulances are delayed, rail lines buckle, classrooms become unsafe, and care homes overheat, the public discovers that heat resilience is not a lifestyle preference. It is foundational infrastructure.

The WHO warning that Europe is not prepared should be read as an indictment of the present governance model. For years, many governments have relied on advisories instead of systems, on seasonal messaging instead of structural adaptation. That approach persists partly because heat lacks the theatrical visibility of other disasters. Floodwater is televised. Wildfire smoke is photographed. Extreme heat often unfolds behind apartment walls, in understaffed clinics, and in mortality tables released after the fact. That invisibility makes mandatory policy more necessary, not less. States exist in part to act on foreseeable risks before they become mass casualty events.

It is worth conceding one point to skeptics. A poorly designed mandate can become box-ticking. If governments merely publish plans without funding them, or announce cooling centers that are inaccessible to the elderly, or impose standards without data and enforcement, then the label of preparedness will outpace the reality. But that is not an argument against mandatory systems. It is an argument for competent mandatory systems, with national benchmarks, local implementation plans, public reporting, and dedicated investment. The answer to weak governance is not no governance.

The most practical framework is straightforward. European governments should require every jurisdiction to maintain heat emergency plans tied to temperature thresholds and health surveillance. They should fund risk-based infrastructure upgrades, especially for hospitals, schools, social housing, and care facilities. They should integrate meteorological forecasting with health alerts and emergency dispatch. They should create legal duties for outreach to vulnerable populations during heatwaves. And they should treat urban cooling, shade, ventilation, and resilient buildings as core public infrastructure, not optional amenities.

The moral and administrative case converge here. If governments know that higher temperatures are arriving, know that Europe is unprepared, and know that people are dying, then choosing a voluntary patchwork is not prudence. It is policy negligence dressed up as flexibility. Record heat in Germany and 1,300 deaths across Europe are not arguments for waiting until every locality invents its own answer. They are arguments for standards, systems, and state capacity.

Europe does not need another debate about whether extreme heat is serious. It needs a governing consensus that heat preparedness infrastructure and emergency response are basic obligations of a modern state. In public health, the civilized question is not whether coordination constrains choice. It is whether institutions can prevent predictable loss of life. On that test, mandatory heat preparedness is not overreach. It is overdue.
